What was actually wrong
Meridian's leadership had committed publicly to a Gulf expansion and had a budget, an ambition and no defensible sequence.
The initial internal plan assumed a full local entity, an office and six hires in the first year.
No one had tested whether the buying process in the target market would tolerate a foreign vendor without local presence.

What we did about it
Twenty-two structured interviews with buyers, integrators and regulators in the target markets before any structural recommendation was made.
Three costed entry options: a partner-led model, a free-zone entity, and a full mainland presence, each with a decision gate and an honest downside case.
The evidence supported the partner-led route for the first four quarters, with the free-zone entity gated on two signed reference contracts.
Our capital practice modelled each path's cash profile and our talent practice ran the searches for a country lead and a solutions engineer against calibrated scorecards.
03 · Results
What changed, and how we know
First contract signed five months after the go decision, through the partner channel, without an entity in place.
First-year entry cost came in about 40% below the original internal plan, because the entity and the office were deferred behind a revenue gate rather than assumed.
The free-zone entity was established in month ten, triggered by the second reference contract exactly as the gate specified.
